POSITION PROFILE
FUNCTIONS
The REACH GIS Officer will be responsible for:
Assisting/leading on the technical development of web-based data dashboards and GIS applications.
Assisting the GIS team in the preparation, conception and production of static maps.
Assisting the GIS team in remote sensing work
Supporting the development of robust information management mechanisms in country
A. Assisting/leading on the technical development of web-based data dashboards and GIS applications

REQUIREMENTS
• Good academic qualifications, preferably a Master degree in a relevant discipline (e.g. Computer Science, Geoinformatics, Web Development, Information Technology, etc.).
• 1 – 3 years of professional experience developing web GIS applications, data dashboards, and web maps.
• Experience with the latest web standards, including HTML5 and CSS3.
• Experience with one or more general purpose programming languages including but not limited to: JavaScript, R, or Python.
• Experience with front end technologies and/or front end frameworks.
• Knowledge of web libraries and frameworks such as jQuery, D3, Leaflet, OpenLayers.
• Experience with ArcGIS, ArcGIS Online, MapBox, or Carto is desirable.

Titre : Chargé(e) des SIG REACH
Lieux : Bangui – République Centrafricaine
Date de Commencement : Janvier 2020 pour une durée de 06 mois
RÔLE ET RESPONSABILITÉS PRINCIPALES
Le/la chargé(e) des SIG sera sous la responsabilité du responsable d’évaluation. Il aura les fonctions suivantes à réaliser :
I. Mises à jour des bases de données de référence
• Le/la chargé(e) des SIG aura pour mission de digitaliser et de mettre à jour les Common Operational Dataset de différentes parties du territoire centrafricain, afin de combler des manques en informations, notamment concernant les axes et localités existantes.
• Le/la chargé(e) des SIG assurera également la capitalisation des informations remontées du terrain, afin qu’elles soient correctement intégrées dans les Common Operational Dataset afin qu’un partage efficace d’informations mises à jours puisse être réalisée au bénéfice de la communauté humanitaire.
• Le/la chargé(e) des SIG supportera également des équipes d’évaluateurs dans la collecte et la gestion des données, la vérification et la mise à jour de la collecte de données. Le/la chargé(e) des SIG supervisera l’entrée des données collectées.
II. Cartographie et SIG
• Le/la chargé(e) des SIG sera le point focal pour la production de plans et cartes sur les projets où il/elle sera le point focal SIG.
• Si besoin, le/la chargé(e) participera à la création de plans interactifs et d’autres produits SIG pour appuyer le travail du/des projets sur lequel(s) il/elle est le point focal SIG.
• Le/la chargé(e) des SIG sera le point focal pour le développement cartographique d’échantillonage sur les évaluations
III. Renforcement des capacités locales
• Le/la chargé(e) des SIG identifiera les besoins en formation SIG pour les équipes REACH. Le/la chargé(e) des SIG développera des outils de formation dont la nature garantie un transfert de connaissance et une reproduction de la formation par d’autres employés REACH SIG.
IV. Relations externes
• En coordination et selon la stratégie REACH pays, le/la chargé(e) des SIG assurera un engagement par une présence et par une présentation des résultats du travail réalisé aux réunions clés de la coordination humanitaire.
• Le/la chargé(e) des SIG répondra aux besoins du terrain (REACH RDC) et au siège (IMPACT, Genève) et de ses partenaires. Le/la chargé(e) des SIG maintiendra un contact régulier et des interactions positives avec les principaux partenaires de l’organisation.
V. Procédures de communication interne et contrôle de qualité
• Le/la chargé(e) des SIG s’assure de suivire les processus IMPACT Initiative concernant la production de contenu cartographique.

VI. Confidentialité et protection des données
• Le/la chargé(e) des SIG s’assurer que les données sensibles qui pourraient être collectées soient identifiées en amont de la collecte, et qu’une stratégie de protection des enquêteurs, et des données soit correctement définie et transmise aux équipes de collecte.
• Le/la chargé(e) des SIG maintiendra un niveau important de confidentialité des données et des outils développés, notamment en assurant la bonne mise en application des procédures IMPACT Initatives.
QUALIFICATIONS ET COMPÉTENCES REQUISES
• Diplôme universitaire supérieur en cartographie et SIG ou dans une discipline apparentée.
• Expériences pertinentes dans le domaine des systèmes d’information géographique et/ou la cartographie.
• Bonne expérience et connaissance en gestion de base de donnée et utilisation de programme informatique SIG (ArcGis, MapInfo…).
• Au moins deux ans d’expérience dans des contextes humanitaires complexes en tant qu’expatrié.

COUNTRY PROFILE
IMPACT, through its own activities, or through REACH, has been implementing programming in South Sudan
since 2012. Responding to the Sudan Border Crisis, REACH initially engaged through coordinated information
management support – in the form of refugee camp mapping and service provision analyses, thematic
assessments, and multi-sectorial needs assessments – in Maban County, Upper Nile State and Pariang
County, Unity State. IMPACT was engaged by DFID to provide a series of impact evaluations of their BRACE
programming across Greater Bahr el Ghazal and Upper Nile States in 2013; a programme with run for two
years, included 5 total assessments, and touched a total of more than 20,000 households. Immediately
following the conflict of December 2013, REACH expanded its programming to include the IDP response,
participating in Initial Rapid Needs Assessments of conflict affected areas, providing mapping and monthly service provision analyses for major IDP sites around the country, and running large-scale IDP return
intentions assessments.
2018 has seen the expansions of both IMPACT and REACH programming to 10 out of 10 states, spanning the
refugee, IDP and development responses, and covering diverse activities such as cross-border port
monitoring, assessments of hard to reach areas, flood mapping and vulnerability analysis, market monitoring
and supply chain analysis, analysis of tensions and conflicts over access to natural resources, and third party
monitoring of humanitarian and development programming.
FUNCTIONS
Under the supervision of the IMPACT South Sudan Country Focal Point and of IMPACT’s HQ in Geneva, the
GIS Specialist will be responsible for managing all processes and outputs related to REACH GIS, products
and data, as well as information management systems, including web applications, in country. He/she will
ensure regular communication with REACH assessment teams in country and with IMPACT HQ. He/she
directly supervises all GIS staff and contributes to the development and implementation of REACH strategy in
South Sudan.
During his/her mission, the GIS Specialist will be hosted by ACTED and will fall under the direct responsibility
and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, Logistics
and Finance issues. S/he will therefore fully abide to ACTED’s Security, HR, Administration and Logistics rules
and regulations.
RESPONSIBILITIES
In coordination with the IMPACT Country Focal Point, the GIS Specialist is responsible for (1) the
management of GIS-related functions in the REACH research cycles, (2) for the management of the GIS team,
as well as supporting (3) external relations and (4) the development and implementation of REACH strategy in
South Sudan. More specifically:
1. Management of GIS functions within Research Cycles
1.1 Assessment Preparation and Planning:
- In coordination with the assessment manager/focal point(s), ensuring that assessments are planned in
line with project and program objectives and with REACH’s research cycle and other relevant
guidelines;
- Identification of available GIS data to inform secondary data review, in coordination with the
assessment team;
- For each assessment, ensure contribution to and review of draft ToRs with a specific focus on the
analysis plan, and related mapping, as well as data management plan;
- In coordination with Assessment team, co-construct qualitative and quantitative data collection tools,
ensuring GIS requirements of research cycle/assessment are met;
- Develop geo-spatial analysis of assessment areas to be used, as relevant, in developing daily
assessment plans, field movement plans and accompanying operational maps for field teams;
- In coordination with relevant assessment officer(s), support construction of quantitative sample;
-Keep track of progress and delays of all GIS and relevant data- and information-management tasks
throughout the research cycle. Ensure that delays or identified problems are reported by writing and
orally in a timely manner.
1.2 Data Collection
-When relevant, ensure that support is provided by the GIS team for the identification and training of
enumerators for primary data collection;
- When relevant, ensure that support is provided by GIS teams in overseeing data collection, in line with
agreed TORs (including their Annexes), including spatial verification and validation as part of daily
assessment checks;
- Ensure that collected data is geo-referenced, enabling the production of maps and related products;
- In coordination with the assessment team, ensure that all changes in data collection that lead to a
modification in the agreed TORs are documented; and that the IMPACT Country Focal Point and
IMPACT HQ are informed and agree on the modifications.
1.3 Data Management & Analysis
-Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines, and with
the ToRs (data management plan Annex);
-Facilitate data cleaning and analysis automation process for the ongoing long term projects /
assessments. Providing technical guidelines and capacity building support to the team on the
automated systems and workflows.
- Ensure that data is revised and cleaned, and that all revisions are recorded;
- Ensure spatial analysis conducted on collected data as per ToRs;
- Ensure that data and its spatial analysis are validated by IMPACT HQ before product drafting stage;
- Ensure that data and its analysis do not contain personal information and are validated by IMPACT HQ
before sharing to external parties;
- Ensure the quality and accuracy of technical information provided as well as the confidentiality and
protection of collected information.
- Ensure regular update and maintenance of REACH South Sudan Web products
1.4 GIS Products (including maps and web-products)
- Ensure accurate linkages between spatial databases and assessment data;
- Ensures that the produced maps meet the requirements of IMPACT and concerned partners;
- Ensure regular communication maintained with IMPACT HQ on progress and deadlines for GIS
products;
- Ensure the drafting of timely and accurate GIS products, which comply with IMPACT’s guidelines;
- Review all products before they are sent to IMPACT HQ for validation;
- Ensure that all GIS products are validated by IMPACT HQ before external release;
- When relevant, in close coordination with IMPACT HQ, ensure regular maintenance and update of web
GIS products;
-In coordination with the IMPACT Country Focal Point, manage the identification of satellite imagery and
analysis needs in country X, and liaise with IMPACT HQ on the procurement of UNOSAT services and
satellite imagery.
1.5 Product dissemination and evaluation
-In coordination with IMPACT’s Country Focal Point, promote the dissemination of GIS products in line
with IMPACT Guidelines and Research ToRs;
- Ensure the strictest confidentiality of data and data processes. He/she will actively take measures to
prevent the unauthorized sharing of information and data;
- In coordination with IMPACT HQ, ensure that GIS products are uploaded in relevant data portals, as
specified in Research ToRs;
- In coordination with IMPACT’s Country Focal Point and with the assessment team, ensure that lessons
learned are gathered and documented at the end of each research cycle.
2. Management of GIS Team
-Conduct regular meeting with all international and senior national GIS Team members to assess
progress in all research cycles and to review work plan;
- Bilateral management of international and senior national GIS team members, including (in
consultation with IMPACT country focal point) the conduct of appraisals, as well as participation in
staff career management;
- In coordination with Country Focal Point, conduct induction for new staff members, including training in
basic GIS, data and IM competencies;
- Support to the IMPACT Country Focal Point in the development and implementation of capacity
training plans for GIS team members;
- Be available to provide regular support and technical backstopping;
- When relevant, support Country Focal Point in staff appraisal and recruitment process.
3. External relations
-Under the coordination of the IMPACT Country Focal Point, ensure that relevant partners are consulted
and involved in the preparation of GIS products;
- In coordination with the IMPACT Country Focal Point, engage in relevant technical fora in country (e.g.
IM/GIS working groups);
- In support of the IMPACT Country Focal Point, engage with other organizations engaged with the
maintenance of spatial data in country X, ensuring IMPACT Geodatabases are up-to-date and in line
with Common Operational Datasets (CODs) and Fundamental Operational Datasets (FODs)
- In coordination with the IMPACT Country Focal Point, support the presentation of GIS products to
relevant third parties, to enhance their use and impact;
- Ensure that external communications with technical GIS/IM partners and key stakeholders, including
relevant UN agencies, local and national government, and NGOs has been conducted and documented
as appropriate;
4. Strategy Development and Implementation. The GIS Specialist will participate and actively contribute to
the development of the REACH strategy in South Sudan, in support to the Country Focal Point. In particular
s/he will support in identifying and concretising:
-GIS gaps in country
- Synergies with other GIS and IM actors
- Dissemination strategies to strengthen the impact of our GIS and IM work
- Support in the preparation and follow up of country level internal strategic workshops and plans
- Engagement with IMPACT HQ in global level GIS priorities
5. Others
-Other tasks as requested by supervisors.

6. Confidentiality and Data Protection
The GIS Specialist will maintain the strictest confidentiality on all data collected and related processes. He/she
will actively take measures to prevent the unauthorized sharing of any information and data belonging to
IMPACT and its partners, or collected during his/her assignment with IMPACT.
ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES
The staff member is responsible for ensuring that all relations with the communities REACH and partners work
are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that
communities are adequately consulted and informed about REACH programme objectives, activities,
beneficiary selection criteria, and methodologies. This is the responsibility of every REACH staff member.
REQUIREMENTS
- Master degree in GIS or a related discipline (Geography, Geomatics, Environmental Engineering,
Environmental Sciences)
- 2 years of experience in GIS / Database management, preferably in humanitarian context;
- Previous experience with mobile data collection (ODK, ONA, KOBO);
- Knowledge of the Adobe Suite, particularly Illustrator and InDesign;
- Knowledge of remote sensing analysis a plus
- Experience analysing complex data with R or Python a plus
- Excellent team management skills;

POSITION PROFILE
Under the supervision of the IMPACT Nigeria Country Coordinator and of IMPACT’s HQ in Geneva, the REACH GIS/Dabatase Specialist will be responsible for managing all processes and outputs related to REACH GIS, products and data, as well as information management systems, including web applications, in country. They will ensure regular communication with REACH assessment teams in country and with IMPACT HQ. They directly supervise all GIS and Database staff and contribute to the development and implementation of REACH strategy in Nigeria.
During their mission, the REACH GIS/Database Specialist will be hosted by ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and their delegates for all Administrative, Security, Logistics and Finance issues. They will therefore fully abide to ACTED’s Security, HR, Administration and Logistics rules and regulations.
FUNCTIONS
In coordination with the IMPACT Country Coordinator, the REACH GIS Specialist is responsible for (1) the management of GIS- and Database-related functions in the REACH research cycles, (2) for the management of the GIS/Database team of 1-2 international staff and 3-4 national staff for 2020, as well as supporting (3) external relations and (4) the development and implementation of REACH strategy in Nigeria. More specifically:
1. Management of GIS and Database functions within research cycles
1.1 Assessment Preparation and Planning:
• In coordination with the assessment manager/focal point(s), ensuring that assessments are planned in line with project and program objectives and with REACH’s research cycle and other relevant guidelines;
• Identification of available GIS data to inform secondary data review, in coordination with the assessment team;
• For each assessment, ensure contribution to and review of draft ToRs with a specific focus on the analysis plan, as well as data management plan, and related mapping;
• In coordination with Assessment team, co-construct qualitative and quantitative data collection tools, ensuring GIS requirements of research cycle/assessment are met;
• Develop geo-spatial analysis of assessment areas to be used, as relevant, in developing daily assessment plans, field movement plans and accompanying operational maps for field teams;
• Keep track of progress and delays of all GIS and relevant data- and information-management tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner.
1.2 Data Collection
• When relevant, ensure that support is provided by the GIS and Database team for the identification and training of enumerators for primary data collection;
• When relevant, ensure that support is provided by GIS and Database teams in overseeing data collection, in line with agreed TORs (including their Annexes), including spatial verification and validation as part of daily assessment checks;
• Ensure that collected data is geo-referenced, enabling the production of maps and related products;
• In coordination with the assessment team, ensure that all changes in data collection that lead to a modification in the agreed TORs are documented; and that the IMPACT Country Coordinator and IMPACT HQ are informed and agree on the modifications.
1.3 Data Management & Analysis
• Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines, and with the ToRs (data management plan Annex);
• Ensure that data is revised and cleaned, and that all revisions are recorded;
• Ensure spatial analysis conducted on collected data as per ToRs;
• Ensure that data and its spatial analysis are validated by IMPACT HQ before product drafting stage;
• Ensure that data and its analysis do not contain personal information and are validated by IMPACT HQ before sharing to external parties;
• Ensure the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information.
1.4 GIS Products (including maps and web-products)
• Ensure accurate linkages between spatial databases and assessment data;
• Ensures that the produced maps meet the requirements of IMPACT and concerned partners;
• Ensure regular communication maintained with IMPACT HQ on progress and deadlines for GIS products;
• Ensure the drafting of timely and accurate GIS products, which comply with IMPACT’s guidelines;
• Review all products before they are sent to IMPACT HQ for validation;
• Ensure that all GIS products are validated by IMPACT HQ before external release;
• When relevant, in close coordination with IMPACT HQ, ensure regular maintenance and update of web GIS products;
• In coordination with the IMPACT Country Coordinator, manage the identification of satellite imagery and analysis needs in country, and liaise with IMPACT HQ on the procurement of UNOSAT services and satellite imagery.
1.5 Product dissemination and evaluation
• Ensure the strictest confidentiality of data and data processes. The GIS/Database Specialist will actively take measures to prevent the unauthorized sharing of information and data;
• In coordination with IMPACT HQ, ensure that GIS products are uploaded on relevant data portals, as specified in Research ToRs;
• In coordination with IMPACT’s Country Coordinator and with the assessment team, ensure that lessons learned are gathered and documented at the end of each research cycle.
2. Management of GIS Team
• Conduct regular meeting with all international and senior national GIS Team members to assess progress in all research cycles and to review work plan;
• As mentioned in the tasks above, reviewing and validating the GIS/Database unit staff work throughout research cycles (clean datasets, analysis scripts, maps, etc.)
• Bilateral management of international and senior national GIS team members, including (in consultation with IMPACT Country Coordinator) the conduct of appraisals, as well as participation in staff career management;
• In coordination with Country Coordinator, conduct induction for new staff members, and provide ongoing training for staff;
• Be available to provide regular support and technical backstopping;
• When relevant, support Country Coordinator in staff appraisal and recruitment process.
3. External Relations
• Under the coordination of the IMPACT Country Coordinator, ensure that relevant partners are consulted and involved in the preparation of GIS products;
• In coordination with the IMPACT Country Coordinator, engage in relevant technical fora in country (e.g. IM/GIS working groups);
• In support of the IMPACT Country Coordinator, engage with other organisations engaged with the maintenance of spatial data in Nigeria, ensuring IMPACT Geodatabases are up-to-date and in line with Common Operational Datasets (CODs) and Fundamental Operational Datasets (FODs)
• In coordination with the IMPACT Country Coordinator, support the presentation of GIS products to relevant third parties, to enhance their use and impact;
4. Strategy Development and Implementation. The GIS/Database Specialist will participate and actively contribute to the development of the REACH strategy in Nigeria, in support to the Country Coordinator. In particular s/he will support in identifying and concretising:
• GIS/IM gaps in country
• Synergies with other GIS and IM actors
• Dissemination strategies to strengthen the impact of our GIS and IM work
• Engagement with IMPACT HQ in global level GIS priorities
Key performance indicators
• Ensure compliance with relevant GIS guidelines
-Mapping guidelines are systematically followed, in particular:
-Map templates consistently used
-Map validation process respected

5. Confidentiality and Data Protection
The REACH GIS/Database Specialist will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during their assignment with IMPACT.
REQUIREMENTS
-Excellent academic qualifications, including a Master degree in relevant discipline and familiarity with the latest GIS-related software and approaches;
-At least 3 years of relevant working experience in humanitarian settings;
-1 year of relevant experience managing a team preferred;

-Ability to operate in a cross-cultural environment requiring flexibility;

COUNTRY PROFILE
The conflict in Ukraine is in its fifth year, and civilians continue to bear the brunt of the consequences of this crisis. Since April 2014, more than 3,000 persons have died, and 9,000 have been injured (UNOCHA). As a result of the conflict, there are 1.5 million Internally Displaced Persons (IDPs). Today, despite the Minsk agreements, the conflict continues to affect 5.2 million people, of whom 3.5 million are in urgent need of protection and humanitarian assistance (HNO 2019). UNOCHA estimates that 3.2 million people are in need of humanitarian WASH assistance. In parallel, the population remains vulnerable to pre-existing natural hazards such as extreme weather events, esp. during the harsh winters common to the region. Dilapidation/destruction of systems or infrastructures which could otherwise cope with these hazards have heightened vulnerability, alongside limited local capacity to plan and prepare.
The conflict compounds pre-existing natural hazards. Ukraine experiences severe winters (notably, extreme weather events can block access to settlements) and, in 2010, the Luhansk region experienced a 24-day heatwave which triggered more than 1,200 wildfires. In 2006, some 60,000 residents of the city of Alchevsk (now NGCA) were left without heating for weeks during a severe cold spell due to heating system failure, and the child population had to be evacuated until heating was restored. This scenario was repeated to a lesser extent in February 2017 when military exchanges around Avdiivka led to a significant decrease in heating temperatures for several weeks, prompting local authorities (LAs) and humanitarian actors to set up heating points.
Utility cuts are particularly dangerous during winter. Damage to the electricity network, and the stoppage of water supply and of water filter stations, can jam heating systems that hundreds of thousands of people rely on in winter – presenting a threat to their lives. There is a risk of mass displacement during winter if utility cuts lead to the interruption of the water supply system (Inter-Agency and WASH Contingency Plans; also see ECHO HIP 2019) – a scenario that is poorly if ever planned for.
Probability of and vulnerability to disaster caused by extreme weather events is increased by conflict: systematic military exchanges around critical utility infrastructure including water, gas, heating and electricity networks increase the likelihood of system breakdown, and severe security impediments in the ability of Civil Protection (CP) entities to service conflict areas reduces LA capacity to respond to system failures. This has affected tens of thousands of people since 2014 and puts millions at risk, challenging the achievement of the Sendai Framework for Disaster Risk Reduction 2015-2030, especially targets 1, 2 & 4.
People in living conflict-affected areas – especially those living close to the Line of Contact (LoC) – are at significant risk of forced displacement/evacuation, but local capacities to plan and execute these scenarios remain limited. Almost 95% of conflict-related incidents take place within 5km of the LoC, where an estimated 270,000 people live.
In response to this issue ACTED created the 3P (Prepare, Prevent and Protect) consortium with IMPACT, the Red Cross and R2P to implement disaster risk reduction activities in eastern Ukraine. IMPACT as a specialized GIS and data analysis agency is responsible for strengthening the understanding of risks in line with Sendai commitments number 1. Under this activity IMPACT has to develop local level risk assessments looking at a mix of natural, industrial and environmental hazards. For this program, IMPACT is looking for an IMPACT DRR Assessment Officer for a duration of 12 months based in Sloviansk.
POSITION PROFILE
We currently have an open position for an Assessment DRR Officer in Ukraine, seeking an established professional with knowledge and technical expertise in conducting disaster risk assessments at the local level using GIS data and tools. The ideal candidate will already have experience in conducting disaster risk assessments at the local level using a mix of global and national level geospatial date to inform disaster risk management programs. A good understanding of current disaster risk discourse on the linkages between natural and man-made hazards and cascading consequences of risks is preferred. The role will allow a motivated GIS professional to apply geospatial analysis in a challenging context while working in close collaboration with a consortium of NGOs aiming to reduce disaster risk in eastern Ukraine.
FUNCTIONS
Under the functional supervision of the IMPACT Assessment Manager in Ukraine and IMPACT HQ in Geneva, the IMPACT DRR Assessment Officer is responsible for the coordination and implementation of the area based risk assessments in 5 municipalities of eastern Ukraine.

RESPONSIBILITIES
Under the supervision of the IMAPCT Assessmment Manager based in Kyiv, Ukraine, the IMPACT DRR Assessment Officer will be responsible with the support of the GIS team in-country:
A. To coordinate implementation of area-based risk assessment in all geographical units targeted under the 3P programme and contribute to strategy development of the DRR portfolio in Ukraine
B. Draft risk assessment reports and tools documenting the key steps of the risk assessment methodology
C. Share assessment results to key stakeholders
D. Provide project management, M&E capacity to the assessment component of the REACH programme
A. To coordinate implementation of area-based risk assessment in all geographical units targeted under the 3P programme and contribute to strategy development of the DRR portfolio in Ukraine

COUNTRY PROFILE
REACH has been present in Niger since 2012, where it has contributed to humanitarian coordination and strategic planning through the mapping of socio-economic infrastructure, sectoral, and multi-sectoral assessments, particularly in the Diffa region. Moreover, REACH provides information management support to a wide range of humanitarian actors in Niger in the form of mapping, trainings and targeted advice. REACH works closely together with humanitarian coordination structures and is co-chair of the UNOCHA-led Information Management Working Group, and provides support to information management for the Rapid Response Mechanism in the country.
POSITION PROFILE
IMPACT is seeking a versatile candidate, who has considerable experience analysing complex datasets and in conception and production of GIS products, including maps and factsheets. Not only will the GIS officer provide technical analysis support across IMPACT research cycles, he/she will also engage with external humanitarian actors in case of requests for analysis or mapping support. The GIS Officer’s tasks will require a high level of autonomy and ability to communicate effectively.
FUNCTIONS
Under the supervision of the Multi-sectoral Research Manager, the GIS officer is supporting the development and implementation of GIS and database management for multi-sectoral assessments in Niger, and support to the missions of Mali and Burkina Faso.
In his/her mission, the GIS officer will be hosted by ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, HR, Administration and Logistics rules and regulations.
The GIS officer will work closely with IMPACT HQ to ensure outputs are meeting minimum research standards as per guidance and data protection protocols. These relations will also extend to ACTED country staff including Project Development, AMEU and Area Coordinators.
Externally, the GIS officer will be expected to liaise with OCHA, the cluster IM and coordinators, national and international partners, notably IM focal points in NGOs, UN agencies and clusters.
RESPONSIBILITIES

• Supervising the activities of subordinate GIS staff, including GIS assistants and interns;
2. Database/Data Management and Analysis Activities
The GIS Officer will manage the maintenance of database(s) for the consolidation of multisectoral assessment-related and GIS data in country. He/she will ensure the capitalization of tools and procedures related to mapping and databases. Furthermore, he/she will support the assessment team in the collection and management of spatial datasets, verification and update of the collected data. He/she will monitor the accuracy of collected data. In addition, he/she will develop scripts to increase the efficiency of data management, analysis and visualisation.
3. Technical Support
The GIS Officer will contribute towards the identification and implementation of effective and adapted technical solutions and partnerships. The GIS Officer will provide technical backstopping to the GIS/DB team and provide capacity-building to the GIS/DB team related to database maintenance and advanced GIS techniques. He/she will also support the collection of spatial datasets and integration with REACH activities.
4. External Relations
The GIS Officer will respond to information requests from REACH and its partners. In order to support the development of joint database tools and processes with REACH partners in country, the GIS Officer will maintain regular interactions and reporting with key IM partners including cluster lead agencies, UN agencies, NGOs and technical partners. He/she will respond to information requests from REACH partners in country related to data and mapping as well as solicit information from partner organizations to be incorporated into databases.
5. Internal Communication Processes
The REACH GIS/DB will liaise with IMPACT in Geneva to guarantee a quality product that suits the needs of the field office. He/she will respond to information requests from IMPACT Initiatives and keep Geneva informed of the MIS activities in the field.
ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES
The staff member is responsible for ensuring that all relations with the communities IMPACT and partners work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every IMPACT staff member.

REQUIREMENTS
• Master degree in Geography/GIS or a related discipline;
• 2 years of experience in GIS / Database management, preferably in a humanitarian context;
• Previous experience with mobile data collection (ODK, ONA, KOBO);
• Knowledge of analytical software packages (R, SPSS, Stata, Tableau, etc.);
• Knowledge of Adobe Illustrator and InDesign;
• Knowledge of JavaScript and related libraries (D3, Leaflet) for the development of interactive webmaps and dashboards;

BACKGROUND ON IMPACT AND REACH
REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and
the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote
and facilitate the development of information products that enhance the humanitarian community’s decision
making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates
information management for aid actors through three complementary services: (a) need and situation
assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related
database and (web)-mapping facilities and expertise.
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several
initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection,
management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO
whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong
complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational
support on its fields of intervention.
We are currently looking for a REACH GIS Manager to support our REACH team in Iraq

POSITION PROFILE
Under the supervision of the IMPACT Iraq Country Focal Point and of IMPACT’s HQ in Geneva, the REACH
GIS Manager will be responsible for managing all processes and outputs related to REACH GIS, products and
data, as well as information management systems, including web applications, in country. He/she will ensure
regular communication with REACH assessment teams in country and with IMPACT HQ. He/she directly
supervises all GIS staff and contributes to the development and implementation of REACH strategy in Iraq.
During his/her mission, the REACH GIS Manager will be hosted by ACTED and will fall under the direct
responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative,
Security, Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, HR, Administration
and Logistics rules and regulations
FUNCTIONS
In coordination with the IMPACT Country Focal Point, the REACH GIS Manager is responsible for (1) the
management of GIS-related functions in the REACH research cycles, (2) for the management of the GIS team,
as well as supporting (3) external relations and (4) the development and implementation of REACH strategy in
Iraq. More specifically:
1. Management of GIS functions within Research Cycles
1.1 Assessment Preparation and Planning:
- In coordination with the assessment manager/focal point(s), ensuring that assessments are planned in
line with project and program objectives and with REACH’s research cycle and other relevant
guidelines;
- Identification of available GIS data to inform secondary data review, in coordination with the
assessment team;
- For each assessment, ensure contribution to and review of draft ToRs with a specific focus on the
analysis plan, and related mapping, as well as data management plan;
- In coordination with Assessment team, co-construct qualitative and quantitative data collection tools,
ensuring GIS requirements of research cycle/assessment are met;
- Develop geo-spatial analysis of assessment areas to be used, as relevant, in developing daily
assessment plans, field movement plans and accompanying operational maps for field teams;
- In coordination with relevant assessment officer(s), support construction of quantitative sample;
- Keep track of progress and delays of all GIS and relevant data- and information-management tasks
throughout the research cycle. Ensure that delays or identified problems are reported by writing and
orally in a timely manner.
1.2 Data Collection
- When relevant, ensure that support is provided by the GIS team for the identification and training of
enumerators for primary data collection;
- When relevant, ensure that support is provided by GIS teams in overseeing data collection, in line with
agreed TORs (including their Annexes), including spatial verification and validation as part of daily
assessment checks;
- Ensure that collected data is geo-referenced, enabling the production of maps and related products;
- In coordination with the assessment team, ensure that all changes in data collection that lead to a
modification in the agreed TORs are documented; and that the IMPACT Country Focal Point and
IMPACT HQ are informed and agree on the modifications.
1.3 Data Management & Analysis
- Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines, and with
the ToRs (data management plan Annex);
- Ensure that data is revised and cleaned, and that all revisions are recorded;
- Ensure spatial analysis conducted on collected data as per ToRs;
- Ensure that data and its spatial analysis are validated by IMPACT HQ before product drafting stage;
- Ensure that data and its analysis do not contain personal information and are validated by IMPACT HQ
before sharing to external parties;
- Ensure the quality and accuracy of technical information provided as well as the confidentiality and
protection of collected information.
1.4 GIS Products (including maps and web-products)
- Ensure accurate linkages between spatial databases and assessment data;
- Ensures that the produced maps meet the requirements of IMPACT and concerned partners;
- Ensure regular communication maintained with IMPACT HQ on progress and deadlines for GIS
products;
- Ensure the drafting of timely and accurate GIS products, which comply with IMPACT’s guidelines;
- Review all products before they are sent to IMPACT HQ for validation;
- Ensure that all GIS products are validated by IMPACT HQ before external release;
- When relevant, in close coordination with IMPACT HQ, ensure regular maintenance and update of web
GIS products;
- In coordination with the IMPACT Country Focal Point, manage the identification of satellite imagery and
analysis needs in country, and liaise with IMPACT HQ on the procurement of UNOSAT services and
satellite imagery.
1.5 Product dissemination and evaluation
- In coordination with IMPACT’s Country Focal Point, promote the dissemination of GIS products in line
with IMPACT Guidelines and Research ToRs;
- Ensure the strictest confidentiality of data and data processes. He/she will actively take measures to
prevent the unauthorized sharing of information and data;
- In coordination with IMPACT HQ, ensure that GIS products are uploaded in relevant data portals, as
specified in Research ToRs;
- In coordination with IMPACT’s Country Focal Point and with the assessment team, ensure that lessons
learned are gathered and documented at the end of each research cycle.
2. Management of GIS Team
- Conduct regular meeting with all international and senior national GIS Team members to assess
progress in all research cycles and to review work plan;
- Bilateral management of international and senior national GIS team members, including (in
consultation with IMPACT country focal point) the conduct of appraisals, as well as participation in
staff career management;
- In coordination with Country Focal Point, conduct induction for new staff members, including training in
basic GIS, data and IM competencies;
- Support to the IMPACT Country Focal Point in the development and implementation of capacity
training plans for GIS team members;
- Be available to provide regular support and technical backstopping;
- When relevant, support Country Focal Point in staff appraisal and recruitment process.
3. External relations
- Under the coordination of the IMPACT Country Focal Point, ensure that relevant partners are consulted
and involved in the preparation of GIS products;
- In coordination with the IMPACT Country Focal Point, engage in relevant technical fora in country (e.g.
IM/GIS working groups);
- In support of the IMPACT Country Focal Point, engage with other organisations engaged with the
maintenance of spatial data in Iraq, ensuring IMPACT Geodatabases are up-to-date and in line with
Common Operational Datasets (CODs) and Fundamental Operational Datasets (FODs)
- In coordination with the IMPACT Country Focal Point, support the presentation of GIS products to
relevant third parties, to enhance their use and impact;
- Ensure that external communications with technical GIS/IM partners and key stakeholders, including
relevant UN agencies, local and national government, and NGOs has been conducted and documented
as appropriate;
4. Strategy Development and Implementation. The GIS Manager will participate and actively contribute to
the development of the REACH strategy in Iraq, in support to the Country Focal Point. In particular s/he will
support in identifying and concretising:
- GIS gaps in country
- Synergies with other GIS and IM actors
- Dissemination strategies to strengthen the impact of our GIS and IM work
- Support in the preparation and follow up of country level internal strategic workshops and plans
- Engagement with IMPACT HQ in global level GIS priorities
5. Others
- Other tasks as requested by supervisors.
Key performance indicators
- Ensure compliance with relevant GIS guidelines

- Map templates consistently used
- Map validation process respected

Missions
• Assurer le développement de bases de données ainsi que la gestion et l'administration des données
naturalistes : réaliser des outils de saisie et d'exploitation des données, organiser l’acquisition, l’intégration, le
