Creusez du côté des profils utilisateurs :

Peut-être en supprimant votre profil actuel dans le dossier correspondant (vous pouvez en
garder une copie ailleurs).
Sous Windows ça doit être dans %AppData%\Roaming\QGIS\QGIS3\profiles\
Ou alors il est possible d'utiliser l'option -P ou --noplugins en ligne de
commande pour lancer QGIS sans plugin.

[--profile name] load a named profile from the users profiles folder.

FILE:
Files specified on the command line can include rasters, vectors,
QGIS layer definition files (.qlr) and QGIS project files (.qgs and .qgz):
1. Rasters - supported formats include GeoTiff, DEM
and others supported by GDAL
2. Vectors - supported formats include ESRI Shapefiles
and others supported by OGR and PostgreSQL layers using
the PostGIS extension
